Stricter Measures Imposed on Sex Offenders in the Philippines Amid Rising Concerns

As of June 17, 2024, the Philippine government continues to reinforce stringent measures to prevent the entry of foreign sex offenders, addressing concerns over the resurgence of sex tourism as the country reopens its economy.

The Bureau of Immigration (BI) has reported an uptick in the interception of foreign sex offenders attempting to enter the country. Since January 2023, more than 130 convicted sex offenders have been denied entry, including several recent cases where individuals from the United States, United Kingdom, and other nations were turned back at various ports of entry (Philippine News Agency) (GMA Network | News and Entertainment ).

The recent attempts include high-profile interceptions like that of American Billy Ray Robertson Jr., convicted in 1989 for sexually assaulting a minor, and Briton Anthony Collins, convicted in 2022 for voyeurism and indecent photography involving minors. Both were immediately sent back to their countries of origin upon arrival in the Philippines (Philstar.com) (GMA Network | News and Entertainment ).

BI Commissioner Norman Tansingco emphasized the importance of maintaining strict border controls and close coordination with foreign governments. This collaboration ensures that information about registered sex offenders (RSOs) is shared promptly, allowing the BI to effectively prevent their entry. The agency’s proactive stance is crucial in curbing potential abuses linked to sex tourism, which poses a significant threat as tourism activities resume post-pandemic (Philippine News Agency) (GMA Network | News and Entertainment ).

The Philippines’ efforts to safeguard its borders highlight the government’s commitment to protecting its citizens, particularly vulnerable groups, from exploitation and harm. The ongoing vigilance and international cooperation serve as a deterrent to those seeking to exploit the country’s hospitality for nefarious purposes.
